The Plan emphasises economic opportunity, adoption and capability uplift, while relying on existing, largely technology\u2011neutral legal and regulatory frameworks to manage AI risk\u2014particularly in high\u2011impact contexts.<\/p>\n<p>This approach deliberately shifts responsibility from policy design to execution. Rather than complying with a single AI\u2011specific statute, agencies are now expected to demonstrate that AI systems are lawful, explainable, ethical and appropriately controlled in practice. In a principles\u2011based model, trust is not delivered by rules alone; it is delivered through judgement, capability and assurance.<\/p>\n<p><strong>AI governance moves into delivery<\/strong><\/p>\n<p>At the same time, the <a href=\"https:\/\/www.digital.gov.au\/policy\/ai\/australian-public-service-ai-plan-2025\"><strong>AI Plan for the Australian Public Service (APS AI Plan 2025)<\/strong><\/a> and the strengthened <a href=\"https:\/\/www.dta.gov.au\/articles\/ai-policy-update-strengthening-responsible-use-across-government\"><strong>Policy for the Responsible Use of AI in Government<\/strong><\/a> have translated high\u2011level ethical principles into concrete delivery expectations for agencies.<\/p>\n<p>These include:<\/p>\n<ul>\n<li>Lifecycle oversight of AI use cases<\/li>\n<li>Clearer executive accountability arrangements<\/li>\n<li>Structured AI risk and impact assessments<\/li>\n<li>Defined AI incident reporting pathways<\/li>\n<li>Mandatory foundational AI capability uplift across the APS<\/li>\n<\/ul>\n<p>Taken together, these initiatives make one thing clear: AI governance is no longer abstract or optional. It is now embedded in service delivery, procurement, risk management and internal control environments across government.<\/p>\n<p><strong>Assurance becomes the trust anchor<\/strong><\/p>\n<p>The adoption of the <a href=\"https:\/\/www.finance.gov.au\/government\/public-data\/data-and-digital-ministers-meeting\/national-framework-assurance-artificial-intelligence-government\"><strong>National Framework for the Assurance of Artificial Intelligence in Government<\/strong><\/a>, alongside updated assurance guidance, further reinforces the role of independent assurance as a core trust mechanism for public\u2011sector AI.<\/p>\n<p>The framework focuses on proportional assurance, transparency, explainability and accountability, particularly where AI systems influence rights, entitlements, regulatory decisions or public outcomes. Importantly, it is designed to complement\u2014rather than replace\u2014existing assurance and risk frameworks.<\/p>\n<p>This evolution highlights a reality now confronting many agencies: AI risks cannot be managed by technology teams or vendors alone. Effective assurance requires multidisciplinary expertise spanning audit, risk, security, privacy, ethics and data governance.<\/p>\n<p><strong>Expertise in practice<\/strong><\/p>\n<p>At Anchoram Consulting, this convergence of AI, governance and assurance is already evident in our client work.
